Recognition of Foreign Qualifications in Greece
Foreign nationals planning to study or work in Greece must often undergo a formal process to have their academic or professional qualifications recognized. This process ensures that a degree obtained abroad is considered equivalent to a Greek degree in terms of academic level or professional rights. Since the implementation of Law 4957/2022, the procedure has been significantly digitized and streamlined to reduce administrative burdens.
The recognition process generally falls into two categories: Academic Recognition (for further studies or public sector employment) and Professional Recognition (for practicing regulated professions). The competent authority depends on the nature of the qualification and the intended use in Greece.

Academic Recognition (DOATAP)
The Hellenic National Academic Recognition and Information Center (DOATAP) is the official body responsible for recognizing degrees from foreign Higher Education Institutions (HEIs). Under current 2025/2026 regulations, the process differs depending on whether the foreign institution is already included in the National Registry.
The National Registries
DOATAP maintains two critical registries that simplify the process for many applicants:
- National Registry of Recognized Foreign Institutions: If your university is on this list, it is automatically recognized as an accredited institution.
- National Registry of Degree Types: If your specific degree type is listed, the academic level is pre-approved.
If both the institution and the degree type are registered, an individual "equivalence" certificate is often not required for admission to postgraduate programs in Greek public universities. The university department will verify the status directly through the registries. However, for participation in public sector recruitment (ASEP), a formal certificate of recognition may still be necessary.
Application Procedure and Fees
Applications are submitted exclusively through the e-DOATAP platform. Applicants must provide digital copies of their degree, official transcripts, and proof of payment. The processing time varies but typically ranges from 30 to 90 days for standard cases.
The administrative fee for academic recognition is currently set at 204 EUR ($222 USD, Jan 2026). This fee is non-refundable and must be paid via the "e-Paravolo" system on the Greek government portal.

Professional Recognition (ATEEN)
For individuals wishing to practice a "regulated profession" (such as architects, lawyers, or healthcare professionals), academic recognition by DOATAP is not always sufficient. Instead, they must apply to the Department of Recognition of Professional Qualifications (ATEEN), which operates under the Ministry of Education, Religious Affairs, and Sports.
Regulated Professions and Equivalence
ATEEN evaluates professional qualifications based on EU Directives. This is relevant for:
- Professional Equivalence: For those who have degrees from EU or third-country universities and wish to have the same professional rights as graduates of Greek universities.
- Professional Recognition: Specifically for EU citizens who have already acquired the right to practice a profession in another EU member state.
The evaluation may result in an "adaptation period" or an "aptitude test" if there are significant differences between the foreign curriculum and the Greek standards for that specific profession.
Vocational and Secondary Education
For foreign nationals seeking to enter Greek higher education or vocational training, secondary school certificates must be recognized for "equivalence" or "correspondence" (Antistichia).
Secondary School Certificates
The recognition of high school diplomas is handled by the Regional Directorates of Education or the EOPPEP (National Organisation for the Certification of Qualifications & Vocational Guidance). This is essential for international students applying through the "Foreign Allogenes" category for Greek University entrance.
Mandatory Documentation
Regardless of the level of education, most documents issued by foreign authorities must meet specific authentication requirements:
- Apostille: Required for documents from countries that are members of the Hague Convention.
- Consular Legalization: Required for documents from countries not participating in the Hague Convention.
- Official Translation: Documents must be translated into Greek by the Ministry of Foreign Affairs Translation Service, a certified lawyer, or a professional translator authorized by the Greek state.
