Pet Relocation to Greece: Overview

Relocating to Greece with domestic animals (dogs, cats, and ferrets) is governed by European Union Regulation (EU) No 576/2013. The rules are designed to prevent the spread of rabies and ensure animal welfare. Requirements vary significantly depending on whether the pet is arriving from an EU member state or a non-EU (third) country. Foreign nationals must ensure all health documentation is completed prior to departure, as non-compliant animals may be quarantined, returned to the country of origin, or euthanized at the owner's expense.

General Entry Requirements

For all pets entering Greece, the following basic conditions must be met:

  • Identification: The pet must be fitted with an ISO-compliant microchip (Standard 11784 or 11785). The microchip must be implanted before the rabies vaccination is administered.
  • Rabies Vaccination: The animal must be vaccinated against rabies by an authorized veterinarian. The vaccine must be valid at the time of travel and administered at least 21 days before arrival for primary vaccinations.
  • Maximum Number: A maximum of five pets per person is allowed for non-commercial movement. Movement of more than five pets follows commercial trade rules.

Documentation by Country of Origin

The administrative process depends on the "category" of the country from which the pet is departing. The Hellenic Ministry of Rural Development and Food oversees these regulations.

Traveling from EU Member States

Pets originating from within the European Union must be accompanied by an EU Pet Passport. This document is issued by a licensed veterinarian in the country of origin and contains the animal’s identification details and proof of valid rabies vaccination.

Traveling from "Listed" Non-EU Countries

For countries like the USA, Canada, Australia, and the United Kingdom (Part 1 and Part 2 listed countries), the following is required:

  • EU Health Certificate: This must be issued by an official state veterinarian in the country of origin no more than 10 days before arrival in the EU.
  • Declaration: A signed statement by the owner or authorized person stating the movement is non-commercial.

Traveling from "Unlisted" Non-EU Countries

If arriving from a country with a high risk of rabies (unlisted), a Rabies Antibody Titer Test is mandatory. This test must be performed by an EU-approved laboratory at least 30 days after vaccination and three months before travel. The serum antibody level must be at least 0.5 IU/ml.

Costs and Administrative Steps in Greece

Upon arrival, owners are responsible for local registration and ongoing veterinary care. Greece has modernized its pet tracking through the National Pet Registry (EMZS).

Local Registration and Fees

Once in Greece, pets must be registered with the Greek National Pet Registry via a local veterinarian. This is mandatory for all residents. Estimated costs for these services as of early 2026 include:

Prohibited Breeds and Restrictions

Unlike some other EU nations, Greece does not currently have a list of banned dog breeds at the national level. However, owners of breeds often categorized as "dangerous" (e.g., Pit Bulls, Rottweilers) may be subject to stricter local municipality regulations regarding muzzling and leashing in public spaces. It is advisable to check specific municipal (Dimos) rules upon arrival.

Transportation Within Greece

Pets are allowed on Greek ferries and public transport, but specific rules apply. Large dogs on ferries typically require a muzzle and must stay in designated pet areas or kennels.
